Luther Oneal Sutter, II is a founding partner of the law firm of Harrill & Sutter, P.L.L.C., located in Little Rock, Arkansas. A significnt element of Sutter's current practice is representing plaintiffs in discrimination and employment related case brought under the Americans With Disabilities Act of 1990 (ADA), The Arkansas Civil Rights Act of 1993 (ACRA), the Family Medical Leave Act of 1993 (FMLA), and Title VII of the Civil Rights Act of 1964, as amended. Sutter is admitted in the Arkansas Supreme Court, the United States Distict Court for the Eastern and Western Districts of Arkansas, and in the United States Court of Appeals for the Eighth, Fifth and Sixth Circuits, as well as in the Supreme Court of the United States. Indeed, Sutter argued before the Supreme Court Justices in February of 2002 on an FMLA issue.

Sutter earned his Juris Doctorate from the University of Arkansas at Little Rock School of Law in 1995, and his undergraduate degree from the University of Arkansas at Little Rock in 1992. Sutter was an invited speaker at the American Trial Lawyer's Association's annual convention in 2001. He has also spoken for the Arkansas Bar Association, as well as various other groups that represent disabled persons regarding ADA related topics. Sutter's article, The Americans With Disabilities Act of 1990: A Road Now Too Narrow, was published in the University of Arkansas at Little Rock Law Review in 1999.

In addition to his involvement with local groups and programs advocating the rights of individuals with disabilities, Sutter is a member of the Association of Trial Lawyers of America, and is a Past Chairman of the Committee on Disability Law -- GP Section of the American Bar Association.
